Transport Victoria manages major arterial roads, highways and freeways. Councils generally manage local roads. Being inside a council boundary does not prove that council maintains the road.
Road authority not verified. Use the official guidance to check responsibility for your specific road.

Call 000 for emergencies requiring police, fire or ambulance. Ordinary pothole complaints belong with the road authority.
